By the time you are comparing equipment, the price is mostly decided. Five earlier decisions set it.
Short answer
A public playground budget is set by five decisions made before equipment selection: the site, the maximum fall height, the surfacing material, the accessible route, and who installs it. Typical 2026 US turnkey projects run about $40,000 to $100,000 for a small childcare yard, $90,000 to $250,000 for a neighborhood school or park site, and $250,000 upward for a destination build.

The five decisions that set the budget
A catalog prices the smallest part of the job. Five decisions, all made before equipment selection, set the envelope.

Site comes first because it is the only one you cannot change later. Slope, soil, drainage and distance from a drop-off convert straight into dollars.
Fall height is the multiplier. Surfacing depth is set by the highest designated play surface and applies across the whole use zone. Settling fall height and use zones before you shortlist equipment is the cheapest hour in the project.
Surfacing decides whether the budget works. Loose fill is cheap to install and expensive to keep. Unitary rubber is the reverse. The surfacing cost comparison sets installed price against 15 year cost, the only comparison worth making.
The accessible route is a legal requirement, not an upgrade. The 2010 ADA Standards cover play areas, and the route must reach the play area from the site arrival point. Read ADA requirements before the site plan is drawn.
Install method is the last lever, and the one most often decided on optimism rather than arithmetic.

Two things move a project between bands: unitary surfacing instead of loose fill, which can add $8 to $15 per square foot installed across the use zone, and a site needing retaining walls, drainage or a new path. Playground cost breaks it down.
The ongoing budget is the one that gets forgotten
Capital gets a committee. Operations gets what is left. That is how playgrounds fail: not on opening day, but in year four, when the loose fill is three inches deep and nobody owns the line item.
Price annual surfacing top-up, documented inspections and repairs from the day the project is approved. Engineered wood fiber typically needs replenishing every one to three years. Poured rubber needs little for a decade, then needs a lot. Surfacing upkeep and the inspection schedule list the tasks to price.
Who signs off on what
Each approver holds a veto. The owner's board approves the money and usually the site. Facilities or public works approves drainage, utilities and maintenance access. The building department issues permits for grading, footings and shade. For childcare, the state licensing office controls fencing, square footage per child and surfacing. Insurers may require documented inspections by a certified inspector.

The order to work through this section
Start with what it costs and where the money goes, so your first board conversation is grounded. Then find the money. Then write a specification that produces comparable bids, using procurement and RFP, because an unscoped bid is unusable. Then schedule backward from opening day, run the community process, and pick the installer last. Frequently asked questions
Why do playground quotes vary so much for the same equipment?
Because the equipment is rarely the variable. Two quotes for the same structure can differ by tens of thousands of dollars on surfacing type, how much earth has to move, whether an accessible route has to be built from an existing parking lot, and whether the price includes site preparation, drainage, freight, permits and a curb. Compare scopes, not structures.
What percentage of a playground budget is the equipment?
On a typical public project, equipment is commonly 40 to 55 percent of the total. Surfacing is often 20 to 40 percent, site work and drainage 10 to 25 percent, and design, permits, freight and contingency make up the rest. If a proposal shows equipment at 80 percent of the budget, something real has been left out.
How long does a public playground project take?
For a school or park replacement, plan 9 to 18 months from first meeting to opening day. Funding approval and procurement usually take longer than construction. Equipment lead times, permit review, a board or council vote, and a weather window for surfacing all sit on the critical path, and they do not compress much.
Can we save money by having volunteers install it?
Sometimes, but less than people expect. A volunteer build still needs a paid supervisor from the manufacturer or an authorized installer, the site work and surfacing usually stay contracted out, and an incorrect installation can void the warranty. Price it honestly against a professional install before you commit a community weekend to it.
