Surfacing is the one purchase that decides whether a fall ends in a bruise or an ambulance, and it is usually the second biggest number on the budget.

Why surfacing is the most consequential decision on the site

Falls to the surface are the dominant cause of serious injury on public playgrounds, and the surface is the only part of the system designed to do something about it, which is why the CPSC handbook treats protective surfacing as the first line of defense rather than a finish1. Equipment rarely fails. Surfacing fails constantly, quietly, and mostly through loss of depth rather than through anything visible.

Every rating you will be shown comes from one test. ASTM F1292 drops an instrumented headform onto the surface and records two values: peak deceleration (G-max) and the Head Injury Criterion (HIC)2. A surface passes at a given height if G-max stays at or below 200 and HIC at or below 1000. The greatest height at which it passes is its critical fall height, and that number has to equal or exceed the fall height of the equipment it sits under. The difference that matters is not price, it is who does the work and when. Loose fill front-loads nothing and back-loads a rake, a top-up order and an inspection every season. Unitary front-loads the money and then asks almost nothing for six or eight years, until it asks for a lot at once.

Three questions that pick the material

  1. What is the fall height? Start here, not at the catalog. An 8 foot deck needs 12 inches of loose fill or a thick engineered pad, and that depth drives excavation depth, containment height and cost across the whole use zone. Work it out with fall height and use zones before anyone quotes.
  2. Does it have to be accessible? If the play area needs an accessible route and accessible ground surfaces, the field narrows fast. Unitary surfaces comply easily, engineered wood fiber can comply when installed and maintained correctly, and sand and pea gravel cannot3. See accessible routes and surfacing.
  3. Who maintains it, and how often? Be honest. A school with a groundskeeper on site can run loose fill well. A volunteer-run community park usually cannot, and the surfacing quietly drops below rating by year two. Surfacing upkeep sets out the real labor.

Price the ten year number, not the installed number

Installed price answers the wrong question. Over a decade, cheap loose fill absorbs repeated top-ups and steady labor, while expensive unitary systems absorb one large repair or resurfacing near the end. The gap between the cheapest and dearest option narrows considerably once you put both on the same ten year line, and for some sites it reverses.

Frequently asked questions

What is the safest playground surfacing?

No material is safest in the abstract. Safety comes from a system tested to ASTM F1292 at or above your fall height and kept at that spec. A poured rubber pad installed too thin is worse than wood fiber kept at full depth. Pick the material your site and your maintenance routine can actually hold to the rating.

Is grass acceptable playground surfacing?

No. The CPSC handbook does not accept turf grass, dirt or packed earth as protective surfacing, because wear, compaction and drought turn them into hard ground under exactly the spots that get the most falls. Grass is fine outside the use zone and nowhere inside it.

How much does playground surfacing cost?

Roughly $3 to $25 per square foot installed in 2026 US pricing, depending on material and depth. Loose fill sits at the low end, poured rubber and tiles at the high end. Base preparation and drainage add $2 to $6 per square foot and are often quoted separately, so compare scopes before you compare prices.

Does surfacing have to be wheelchair accessible?

The accessible route into and through the play area does, under the 2010 ADA Standards, and surfaces on that route must meet ASTM F1951 for firmness and stability. Loose fill can comply only if it is an engineered product installed and maintained to that spec. Sand and pea gravel do not comply.
