A playground is compliant on the day it opens. Whether it is still compliant in three years is decided by a routine that costs a fraction of what the equipment did.
Short answer
Playground maintenance runs on three inspection tiers: a high frequency visual check (daily to weekly), a detailed check (monthly to quarterly), and a comprehensive annual audit against the CPSC handbook and ASTM F1487. Two failures dominate: loose fill dropping below its rated depth, and hardware loosening, wearing or corroding. Document every inspection and repair, because the records are what an insurer asks for first.

Compliance is a condition, not an event
A new playground passes because everything on it is new, and none of that survives children and weather without help. Every safety number on the site decays on its own schedule. The fall height and use zone geometry you designed stays fixed, but the surfacing underneath it loses depth every month, and guardrails stay bolted right up until the bolts back out. Maintenance holds those measured conditions still against wear. Inspection is how you find out whether you are winning.
The three inspection tiers
High frequency visual checks are quick walk-throughs, daily on a busy urban site or a childcare yard, weekly on a quiet neighborhood park. They look for what changes overnight: broken glass, needles, vandalism, standing water, missing parts, loose fill kicked out of the swing hollows. They take ten to twenty minutes, need no certification, and catch the hazards most likely to hurt someone today. The daily and weekly checks page sets out the route.
Low frequency detailed checks run monthly or quarterly and are hands-on: probe surfacing depth in the wear spots, put a wrench on fasteners, check hanger wear and s-hook closure, look for cracks in welds and plastic, test guardrail rigidity, confirm drainage works. The annual comprehensive audit compares the whole installation against the current CPSC handbook and ASTM F1487, not against how it looked last year12. It adds measurements a routine check skips: entrapment and protrusion gauges, use zone dimensions, surfacing performance, age appropriateness. Two failures do most of the damage
The first is surfacing depth loss. Loose fill migrates out of the two places it is needed most, under swing seats and at slide exits, and compacts elsewhere. A site installed at 12 inches can run at six inches under the busiest seat within a season, and nothing looks wrong from twenty feet away. Check against the depth and fall height chart with a probe, not by eye, and read surfacing upkeep for the top up routine.
The second is hardware wear. Hangers and bearings wear elliptical, fasteners back out under vibration, s-hooks open, steel corrodes at the ground line and inside hollow posts where you cannot see it, and plastic goes brittle under UV. These failures are progressive and then sudden, the exact profile a scheduled check catches and a reactive approach does not. What to budget
Size maintenance against the asset, not against what is left over. As a planning figure for 2026 US conditions, allow roughly 2 to 5 percent of installed asset value per year for routine maintenance, labor included. Loose fill sites sit at the top of that band because of annual surfacing top ups, unitary sites at the bottom until a resurfacing year arrives. Hold a separate reserve for vandalism and storm damage.

Documentation is the risk management
If an inspection is not written down, you cannot prove it happened, and after an injury that is the question that matters. A defensible record set is short: a dated log per tier, who did it, what was found, what was done, and when the site was closed and reopened. Keep the equipment inventory, surfacing test reports and manufacturer manuals with it.

How often should a public playground be inspected?
There is no single legal frequency in most US jurisdictions. Common practice is a quick visual check every day or every week depending on traffic, a detailed check monthly or quarterly, and a full audit once a year. High use urban sites and childcare playgrounds sit at the frequent end. Your insurer or licensing agency may set a minimum, so ask them.
Who is allowed to inspect a playground?
Anyone you train can perform the routine visual checks, and in practice a janitor, a teacher or a parks laborer does them. The annual comprehensive audit is usually performed by a Certified Playground Safety Inspector. A CPSI inspects against standards and writes findings, but does not issue a legal certificate of compliance.
