Fall height and use zones

Two measurements decide whether a playground is safe on paper: how far a child can fall, and how much protected ground sits underneath.

Short answer

Fall height is the vertical distance from the highest designated play surface to the surfacing below. The use zone is the protected surfacing around equipment: 6 feet in every direction for most items, and twice the pivot height in front of and behind a swing. Surfacing inside the use zone must be rated for the equipment's fall height, tested to ASTM F1292.

Fall height and use zone, defined

Fall height is the vertical distance from the highest designated play surface to the protective surfacing beneath it. The use zone (older documents call it the fall zone) is the area of that protective surfacing around and under the equipment, where a child can be expected to land after a fall.

The two work as a pair. Fall height sets how much impact the surfacing has to absorb. The use zone sets how far that surfacing has to extend. Get either one wrong and the other stops mattering: deep surfacing in a 4 foot circle under an 8 foot deck protects nobody who falls sideways.

How to measure fall height correctly

Measure from the surface a child is meant to occupy, not from the top of the structure. The handbook is specific about which surfaces count.

Where fall height is taken from, by equipment type. Follow the current edition of the standard for anything you are signing off.

Two details trip people up. First, a designated play surface is any surface at least 2 inches wide, 2 inches long and tilted less than 30 degrees from horizontal that a child can stand, sit, walk, crawl or climb on. A slanted roof is not one. A flat roof is. Second, fall height is measured to the surfacing, not to the frame, the deck below or the original grade.

Laying out the use zone

For most equipment, the use zone extends a minimum of 6 feet in every direction from the perimeter of the structure. Three categories break that rule.

Swings

A swing needs its 6 feet to the sides, but the front and rear use zone is twice the pivot height, measured from the point the swing hangs from, not from the seat. A swing beam 8 feet off the ground therefore needs 16 feet of protected surfacing in front and 16 feet behind: a 32 foot corridor for one row of swings. This single rule is the reason so many backyard sets do not fit the yard they were bought for.

For a tot swing with a full bucket seat, the same 2x pivot height rule applies. For a to-fro tire swing hung from a single pivot, the use zone is a circle of 6 feet plus the length of the suspending chain, measured from the pivot in every direction. More detail sits in the swing safety guide.

Slides

The side and back use zones are the usual 6 feet. At the exit, the use zone extends from the end of the chute for a distance equal to the slide platform height, with a minimum of 6 feet and a maximum of 8 feet for slides higher than 4 feet. Exit region geometry matters too: the exit should be low, roughly level, and long enough to slow a child down before the surfacing does. Spinning and rocking equipment

Merry-go-rounds, orbiters, spinning cups and anything that carries riders through an arc need a use zone measured from the outer edge of the moving part at its full extent, not from the static frame. Spacing between structures

Use zones may overlap only under narrow conditions, and the distinction is a 30 inch height line.

The practical consequence is that a compact site does not fit three tall structures. Designers hit this constantly, and the resolution is usually to lower one structure below 30 inches or to consolidate play events onto a single composite unit. Small site design works through the trade-offs.

Surfacing has to match the fall height everywhere

The use zone is not just a footprint, it is a performance requirement. The surfacing across the whole zone must be tested to ASTM F1292 and pass at the equipment's fall height3. Two thresholds define a pass: a peak deceleration no greater than 200 G and a Head Injury Criterion no greater than 1000, measured at the critical fall height the product is rated for.

That has three practical consequences:

  1. Depth is not uniform demand. Loose fill compacts and migrates. The spot under a swing seat and at a slide exit loses depth first, and those are the two places a fall is most likely.
  2. Rated depth is installed depth after compaction, which for engineered wood fiber means ordering roughly 25 percent more material than the finished depth suggests.
  3. Cold and wet change the result. Frozen loose fill and hard-packed dirt do not attenuate. A surface that passes in July can fail in January.

Maximum heights, and why lower usually wins

Neither the handbook nor F1487 sets a single maximum equipment height for all ages, but both put ceilings on specific components: platform heights for toddlers, maximum fall heights for climbing equipment by age group, and guardrail and barrier thresholds at 20, 30 and 48 inches depending on age and component. The economics run the same direction as the safety case. Every extra foot of fall height raises surfacing cost across the entire use zone, and surfacing is usually the largest line item on a public playground budget after equipment. Dropping a deck from 8 feet to 6 feet can cut the surfacing spec by an inch or two of depth across several hundred square feet. Budget breakdown shows where that money goes.

If any line fails, the fix is usually one of three: move the obstruction, add surfacing depth, or lower the equipment. Moving the equipment is the expensive option, which is why the measurements belong at the design stage, not at handover.

Frequently asked questions

Is fall height the same as the height of the structure?

No. Fall height is measured from the highest designated play surface, the surface a child is intended to stand or sit on, down to the surfacing. A roof or an arch a child can scramble onto is not a designated play surface, though a good designer still removes the temptation.

Can two pieces of equipment share a use zone?

Sometimes. The CPSC handbook allows use zones to overlap between adjacent low structures under 30 inches high if the equipment is at least 6 feet apart. Anything taller than 30 inches needs 9 feet between structures, and swings, slides and spinning equipment never share a use zone with anything.

Does a fence count as the boundary of a use zone?

A fence can define the edge of the surfacing, but it cannot be inside the use zone. A fence, wall, tree, post, bench, drain or curb standing inside the required clearance is an obstruction, and it is one of the most common findings on a backyard installation.

What surfacing depth do I need for a 7 foot fall height?

It depends on the material. As a working figure, 9 inches of engineered wood fiber, 9 inches of shredded rubber mulch or a poured rubber system tested for 7 feet. Check the depth and fall height chart and the manufacturer's own ASTM F1292 test data before you order.
