Playground inspection schedule

A playground is only as safe as the last time somebody walked it with their eyes open and a form in their hand.

Short answer

Most operators run three tiers of playground inspection. Routine visual checks happen daily to weekly and catch litter, vandalism and surfacing loss. Detailed inspections happen monthly to quarterly and check hardware, wear and structural condition against a written form. One annual comprehensive audit, usually by a Certified Playground Safety Inspector, measures the site against the current ASTM F1487 and CPSC handbook criteria.

The three tiers, and what each one is for

Nearly every workable playground maintenance program sorts inspections into three tiers. They differ in who does them, how long they take and what they are looking for.

The three inspection tiers. Frequencies are the common operating practice, not a figure set by the CPSC handbook or ASTM F1487.

Routine visual inspections take five to fifteen minutes. They catch the things that change overnight: broken glass, vandalism, a swing wrapped over the top rail, surfacing kicked out of the landing area, standing water. The person doing them does not need to know the standard. They need a fixed route, a short form and the authority to close something.

Detailed inspections take one to three hours for a typical structure. This is where somebody puts hands on hardware, checks fastener torque, measures surfacing depth in more than one spot, looks at wear on S-hooks and swing hangers, and records component condition against a form that stays on file.

Comprehensive audits take half a day to a full day and compare the whole site against the current edition of the standard, not just against its own as-built condition. The annual comprehensive audit page covers the method, the gauges and the deliverable.

Who is qualified to do each tier

The CPSC handbook and ASTM F1487 both put inspection and maintenance on the owner or operator without naming a credential for routine work12. That leaves you to set the bar.

  • Routine visual. Any staff member who has had an hour of training on the form and the hazard list. Rotating this job around a crew is fine and often better, because fresh eyes notice what familiar eyes stop seeing.
  • Detailed operational. Someone who knows the equipment: the manufacturer's maintenance manual, the fastener types on site, the wear limits for chain and hangers. In practice this is a maintenance technician with a torque wrench and a set of gauges.
  • Comprehensive audit. A Certified Playground Safety Inspector. The CPSI credential is administered by the National Recreation and Park Association and requires an exam and periodic recertification3. What CPSI certification covers, and whether to train staff or hire out, is a separate decision.

One person can hold all three roles on a small site. The point of naming them is that the skill required goes up sharply at each step, and so does the time.

How frequency is actually set

Start from a baseline and adjust for four factors. None of them is optional.

Use volume. A neighborhood pocket park that sees twenty children a week does not wear like an elementary school playground running three recesses a day, nine months a year. Count sessions, not square feet.

Vandalism and after hours use. Sites with a history of broken glass, burned surfacing, graffiti or cut chains need daily visual checks, full stop. This is the single factor most likely to push a site to seven day a week routine inspection. Vandalism and repairs covers the patterns and the hardening options.

Climate. Freeze and thaw cycles loosen fasteners and crack plastic. Intense UV embrittles polyethylene and fades and weakens rope. Coastal salt air attacks fasteners and welds. Heavy rain moves loose fill and exposes footings. A site in a high UV, high heat climate needs more frequent detailed inspection of plastics and surfacing than the same equipment in a mild one. Set the detailed tier to match the season that punishes your site hardest.

Equipment age and condition. New equipment under warranty in year one still needs routine checks, but detailed inspection can sit at quarterly. Equipment past about twelve to fifteen years, or any equipment already showing corrosion, cracked welds or worn bearings, moves to monthly. Use this as a starting position, then adjust up for vandalism history or harsh climate. Never adjust down without writing the reason in the file.

Childcare sites carry the tightest rules, because state licensing inspectors arrive with their own checklist. Childcare playgrounds have supervision and inspection expectations that go well beyond the equipment itself, and school sites are usually close behind.

What triggers an out of cycle inspection

Some events reset the clock regardless of where you are in the schedule:

  1. Severe weather. High wind, hail, flooding, heavy snow load, or any storm that dropped limbs on site.
  2. Any reported injury, including near misses, before the equipment goes back into use.
  3. Vandalism or fire, reported or discovered.
  4. Any repair, part replacement or component addition. Inspect the work before reopening, including torque on anything you loosened.
  5. Ground disturbance nearby: utility trenching, irrigation work, tree removal, anything that changes drainage or exposes footings.
  6. Extreme heat, for a surface temperature check before peak hours. Metal slides, dark rubber surfacing and uncoated platforms all reach burn temperatures well below the point where the air feels dangerous. See heat and burn risk.

Building a route that people actually follow

An inspection schedule fails on logistics more often than on knowledge. Three things fix that.

Fix the sequence. Walk the same direction every time: perimeter and fence first, then surfacing, then each structure clockwise, then swings last because they take longest. A fixed route turns a vague survey into a repeatable list.

Put the form where the route is. A laminated card on a clipboard, a printed sheet in a weatherproof box at the gate, or a phone form. What matters is that it is filled in on site, not reconstructed at a desk. Our inspection checklist is built to be walked, with the gauge based items grouped for the detailed tier.

Carry the same kit every time. A tape measure, a surfacing depth probe or marked dowel, a flashlight, a torque wrench, gloves, a trash grabber, a sharps container, zip ties and caution tape. Two thirds of the small findings on a routine walk can be fixed in the moment if the kit is in the truck.

When you find a hazard: repair, restrict, remove

Every finding gets one of three dispositions, and the choice is driven by severity, not by convenience.

Hazard disposition at the point of discovery. When in doubt between two rows, take the more restrictive one.

Restricting access means physically preventing use, not a sign. Caution tape is a signal to adults and an invitation to children. Remove swing seats and take them away, lock a gate, unbolt a slide chute, or fence the structure. If you cannot secure one component, close the structure.

Removal deserves its own warning. When you take a component off a composite structure, you can create a new hazard: an open deck edge that now needs a barrier, a protruding bolt where the part used to attach, or an unprotected elevated platform. Budget and time to plan for

For a single composite structure with a swing bay, plan on roughly 10 to 20 minutes per routine visual check, 1 to 3 hours per detailed inspection, and 4 to 8 hours for the annual audit including the written report. At 2026 US public sector labor rates, an independent CPSI audit typically runs in the range of $400 to $1,200 per playground depending on travel, site size and whether surfacing impact testing is included. Write the schedule down this week, even if it is one page: tier, frequency, named role, form, and where records are filed. Then start the routine tier tomorrow using daily and weekly checks, and book the comprehensive audit before the next budget request is due so its findings can land in the request rather than after it. Frequently asked questions

How often does the law say I have to inspect a playground?

In most US jurisdictions there is no statute naming a frequency. The CPSC handbook and ASTM F1487 describe inspection and maintenance as the owner's responsibility without fixing an interval. The binding numbers usually come from elsewhere: childcare licensing rules, a school district policy, an insurer's loss control requirement, or the equipment manufacturer's own maintenance manual.

Do I need a CPSI on staff to inspect my own playground?

No. Routine and detailed inspections can be done by trained site staff using a written form. Certification matters most for the annual comprehensive audit, where someone has to judge conformance against the current standard and defend that judgment later. Many operators train one staff member as a CPSI and hire an independent inspector every few years as a cross-check.

What is the difference between an inspection and an audit?

An inspection asks whether the playground is in the condition it was in when it was accepted. An audit asks whether that accepted condition still meets the current edition of the standard. Equipment installed in 2008 can be perfectly maintained and still fail a 2026 audit, because the entrapment, protrusion and surfacing criteria moved underneath it.

Can I skip winter inspections if the playground is closed?

Only if it is genuinely closed and physically secured, and you document that. An unsecured playground is in use whether or not you intend it to be. Most operators drop to a lower frequency in the off season rather than stopping, because freeze and thaw cycles, wind damage and off season vandalism are exactly the problems a spring reopening inspection finds too late.
